Deliverable 1: Existing Policy, Roadmap, and Initiative Review & Recommendations
This Deliverable presents a comprehensive desk review of the existing legislation, policy, roadmap, and related initiatives on green and sustainable public procurement in the Philippines and provides recommendations to inform all subsequent project deliverables.
The report analyses the current status of the Philippine procurement framework, including the impact of the New Government Procurement Act (NGPA) of July 2024, which provides a stronger legal basis for SPP by integrating sustainability as a core principle.
The analysis covers six key Focus Areas: Procurement Framework, Vision and Policy, Institutional Coordination, Market Development, Procurement Tools & Capacity, and Data & Monitoring, offering findings and recommendations for each. It highlights the challenges and opportunities in implementing SPP, drawing comparisons with international practices and outlining recommended future actions to implement the SPP related provisions of the NGPA.

This Plan outlines a strategic vision, institutional roles, five action pillars and suggested targets to guide a “whole-of-government” approach to implementation of SPP in the Philippines.

Deliverable 3: Content of Sustainable Procurement Information Hub
This Deliverable sets out the concept for the envisioned AI-powered, one-stop SPP Hub, making information accessible and actionable for procuring entities across Government. The Hub will incorporate the materials developed in Deliverable 2, supplemented with additional practical interactive tools, case studies and resource libraries. Ideally, an AI-chat bot will be integrated as the entry point for procuring entities to interact with this wealth of information.

Deliverable 4: Training Materials and National Professionalization Program Incorporation Plan
This Deliverable sets out the train-the-trainer (TOT) materials and approach to incorporate these materials into the existing procurement professionalization program in the Philippines.
Successfully implementing the ambitious SPP mandates set out in the NGPA requires a skilled and knowledgeable public procurement workforce. Recognizing this need, a specialized Competency Sub-Framework focused specifically on Sustainable Public Procurement (SPP) has been proposed under this TA for public procurement authorities in the Philippines. This Sub-Framework can be integrated into the existing professionalization program.
